 James Bullard, Phd., (Lieutenant Colonel, U.S. Air Force Retired) is the President and
founder of COMP-K Management Consulting. Mr. Bullard has a Bachelor of
Arts Degree in Business Administration from Ohio Dominican College and a
Master of Science in Public Administration from Troy State University. He
has completed all requirements except the dissertation for a Doctorate in
Public Administration from the University of Alabama. His dissertation is
on success factors for reengineering and process improvement initiatives.
- He has successfully concluded a myriad of consulting assignments
including a 360 skills assessment for the U.S. Department of Housing
and Urban Development; a classification and compensation study for the
Virginia Employment Commission; strategic planning and facilitation
support to the Aerospace Command and Control Agency; and farm program
compliance audits for the U.S. Department of Agriculture.
- A training expert, he served on the faculty of the prestigious Air
Command and Staff College where he taught leadership, communications,
strategic planning, total quality management, logistics, and national
security policy. Mr. Bullard was also a guest lecturer for the Armed
Forces Staff College where he lectured on methodology and standards to
ensure compatibility and interoperability of information technology
for enterprise-wide systems.
- Mr. Bullard has significant experience in the information technology
and telecommunications industry at the management level and
understands the challenges of developing human relations and
leadership skills in a technology-dependent environment. He served in
a senior position with the Pentagon’s Defense Information Systems
Agency and helped launch a $200 million knowledge-management project
to share personnel and logistics information across all the military
services. Unlike consultants that are only theorist or academicians,
Mr. Bullard has over 20 years experience as a front line manager
leading diverse teams in providing global telecommunication and
knowledge management services.
